9/11's fifth anniversary was supposed to be the grand completion of Freedom Tower. But that was a goal set two years ago, and one that has been pushed back repeatedly. A story in the International Herald Tribune presents a suitable explanation of how things didn't happen. And it shows us how ugly the language became during the many arguments in the midst of these plans and setbacks.
